Remedial Investigations/Feasibility Studies at
Coos Head Air National Guard Base, Coos Bay, Oregon
 

"The Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians have found PEER Consultants to be a very positive influence on the remedial investigation of contamination of the Tribes’ Coos Head property.  PEER became involved at a critical junction of the years-long investigations and clean-up efforts at Coos Head.  This critical junction consisted of many elements, including the transfer of the property from the Federal government to the Tribes, the beginning of Oregon Department of Environmental Quality supervision of the investigation and remediation, and the beginning of a comprehensive review of previous efforts undertaken through the Installation Restoration Program.  These were very choppy waters to navigate, as Federal, Tribal, and State governments (and personalities) learned how to interact with each other in this process, and as we all attempted to untangle the various investigations and remedial actions which had already taken place. 
 
PEER completed a thorough and technically sound review of past work, updated earlier investigations, and filled many data gaps in their remedial investigation and associated feasibility/treatability studies.  Just as importantly, I believe that PEER provided the National Guard Bureau with a very valuable service in PEER’s ability to effectively hear and address the questions and concerns of the Tribes and the Department of the Interior Bureau of Indian Affairs (and I believe the Oregon DEQ.)  Over the four years since the Tribes’ reacquisition of Coos Head, professional, cordial, and trusting relationships have developed between the Tribes and the Oregon Air National Guard, the National Guard Bureau,  The Bureau of Indian Affairs, and the Oregon DEQ.  I believe much of this is due to PEER’s technical expertise and their friendly, solutions-oriented approach to their work.  While PEER worked with many stakeholders, PEER clearly represented the interests of their client, but did so in a way which fostered trust in the process and their client and which never lead the Tribes to question the integrity of the process or work product.   

The Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians have very much appreciated our working relationship with PEER, we would unhesitatingly recommend PEER for other work, and we look forward to the opportunity to continue to work with PEER in the future."
