The site of the existing Richmond City Jail comprises approximately 7.58 acres (330,060 square feet).  They are planning to expand and remodel the existing facility to increase its capacity from 880 beds to 1,324 beds.  PEER was responsible for preparing a report of our analysis for existing site characteristics and the impact to the proposed expansion.

Specific site characteristics analyzed included:

  • Hazardous building materials [asbestos containing materials (ACMs), lead based paint (LBPs), polychlorinated biphenyls (PCBs), Mercury]
  • Roads, parking and access;
  • Availability of water and wastewater utilities;
  • Availability of gas (propane and natural), electrical service, telephone service, and cable television service;
  • Stormwater management; and
  • Other site/civil design considerations.
