As part of the design team for a new library at Norfolk State University, PEER Consultants is providing civil and environmental design services. The services have included conducting an environmental impact review (EIR) and preparation of plans and specifications for relocating and installing new utilities, erosion and sediment control, storm water management, paving and grading for the new library. The purpose of the EIR was to identify and evaluate the environmental effects of proposed new library and to guide design decisions in order to protect important environmental resources. It is also helping various state agencies assess the effects of the project and to identify alternative actions and mitigating measures to avoid or reduce adverse impacts. PEER has also worked with the City of Norfolk to realign both its drainage easement and its box culvert which crossed the proposed footprint of the new Library. PEER also conducted an inspection for hazardous building materials [Asbestos containing materials (ACMs), lead based paints (LBPs), polychlorinated biphenyls (PCBs), and mercury-containing equipment] and prepared hazardous materials abatement plans for the demolition of the existing library.
